Board of County Commissioners Meeting Minutes - Final August 14, 2018 <br />discuss with the St. John's River Water Management District (SJRWMD) <br />possible stormwater permit exemptions for the improvement of unmaintained <br />roadways within the County. Director Szpyrka reviewed four options to <br />address the unmaintained roadways. <br />Discussion ensued between the Board and staff about ensuring that those <br />residents whose properties would be affected by run-off would hold the County <br />harmless, and the methodology for assessing the property owners who petition <br />for roadway improvements. <br />County Administrator Jason Brown advocated for flexibility in determining <br />how improvements to individual streets are assessed. <br />Director Szpyrka assured the Board that staff would present all the assessment <br />strategies to the petitioners so they could select the best option. <br />Chairman O'Bryan asked that staff ensure that the per -parcel assessment is <br />included in the petitioners' options. <br />The following citizens spoke in support of the County improving the currently <br />unmaintained roadways: <br />Joseph Paladin, President Black Swan Consulting and Atlantic Coast Building <br />John Orcutt <br />Henry Cantorski 12760 103rd Street <br />Bob Johnson, Coral Wind Subdivision, commented on developer's practices. <br />Commissioner Zorc sought and received information on what can be done for <br />South County residents whose east/west roadway segment is not a public <br />right-of-way. <br />A motion was made by Commissioner Adams, seconded by Commissioner <br />Flescher, to approve Option 3: Continue existing roadway maintenance as <br />currently funded by the Transportation Fund, and add new maintainable unpaved <br />roadway segments by extending the petition paving/milling process to unpaved <br />' roadways with construction costs funded by assessment of 75% of the cost to <br />the benefited property owners and 25% contributed from the Transportation fund. <br />After construction is completed, the maintenance is to be funded by the <br />Transportation Fund.
