Attachment A — SCOPE OF WORK <br />Project Name: <br />Indian River County <br />FWC Agreement No. <br />18101 <br />Artificial Reef Construction 2018-19 <br />1. DESCRIPTION OF GOODS / SERVICES PROCURED, OR PROJECT WORKPLAN <br />A. DESCRIPTION OF GOODS / SERVICES <br />The objective of this activity is to construct a marine artificial reef by deploying at least 500 <br />tons of concrete culverts, clean concrete riprap, concrete road barriers, limestone boulders or <br />other suitable concrete construction materials, as well as at least 10 reef modules at least eight <br />feet tall in two patch reefs within the Orchid Island Artificial Reef Complex permitted area <br />located in the Atlantic Ocean 5 nm bearing 110° from Sebastian Inlet. Each patch reef will <br />consist of the aforementioned artificial reef materials placed into two designated locations <br />within the boundaries of the permitted area (SAJ-2016-02916) at a depth of 50-56 ft. <br />The artificial reef construction activity to be funded consists of the following elements: <br />MATERIALS <br />1. Artificial reef materials must consist of a total of at least 500 tons of clean secondary - <br />use concrete material, and at least 10 pre -fabricated concrete reef modules deemed <br />acceptable to the COMMISSION. All artificial reef materials shall be clean and free <br />from excess dirt, asphalt, creosote, petroleum, or other hydrocarbons and toxic <br />residues, loose free floating material or other deleterious substances. All 10 reef <br />modules must be at least 8 feet tall with a base diameter of at least 10 feet and weigh <br />at least 2 tons. <br />2. Individual secondary -use artificial reef materials shall weigh a minimum of 500 lbs. <br />and measure a minimum three feet in diameter. The GRANTEE shall evaluate the <br />structural integrity of each concrete unit proposed for use, and shall eliminate from <br />artificial reef material consideration all fragile material that would be prone to break <br />apart into pieces less than 500 pounds in weight during the handling and transport <br />process. Reef material with extensive exposed rebar will either be eliminated from <br />consideration or the rebar will be cut back by the selected contractor as close to the <br />concrete surface as possible, within six inches or less of the units' concrete surface <br />prior to transport. <br />3. Pre -fabricated modules must be composed of marine grade concrete with a minimum <br />strength of 4,000 pounds per square inch (psi). Pre -fabricated modules shall consist of <br />concrete with no exposed metal framework. Pre -fabricated modules will be designed <br />with multiple openings of various sizes all the way through the outer surface to allow <br />for water circulation and access by fish. <br />4. Open -bottom pre -fabricated reef modules may not be used unless the module has a top <br />opening sufficiently large to allow for turtle escapement. Approved open -bottom <br />modules include: <br />a. Three -sided modules where each side of the top opening is at least 36 -in in length <br />along its edge. <br />b. Four or more sided modules where each side of the top opening is at least 40 -in <br />in length along its edge. <br />c. Modules with a round opening with a diameter of at least 40 -in (oval openings <br />are not allowed unless a 40 -in diameter circle space can fit within the oval). <br />Version 1.0 — June 2013 Attachment A, Page 1 of 12 <br />
