EXHIBIT A <br />AUTHORIZATION FOR PROFESSIONAL SERVICES <br />INDIAN RIVER COUNTY SOLID WASTE DISPOSAL DISTRICT <br />ENGINEERING SERVICES FOR <br />FULL COST ACCOUNTING AND FINANCIAL ASSURANCE REPORTING <br />CCNA-2018 WO NO. 4 <br />This Authorization, when executed, shall be incorporated in and become part of the Continuing <br />Contract Agreement for Professional Services between the Indian River County Solid Waste <br />Disposal District (COUNTY), and CDM Smith Inc. (CONSULTANT), dated April 17, 2018, hereafter <br />referred to as the Contract. <br />PROJECT BACKGROUND <br />Each year the COUNTY is required to document full cost accounting and financial assurance in <br />accordance with the Solid Waste Operations Permit. CONSULTANT assists COUNTY with these <br />submittals to the Florida Department of Environmental Protection (FDEP) each year. <br />This project is to provide permitting services which are required including: <br />• Task 1.0 - Full Cost Accounting Evaluation for Fiscal Year 2017-2018 <br />• Task 2.0 - Financial Assurance <br />CONSULTANT will coordinate with the COUNTY in order to provide timely execution of each <br />portion of this project. The Scope of Work is as detailed below. <br />SCOPE OF WORK <br />TASK 1.0 - FULL COST ACCOUNTING EVALUATION FOR FISCAL YEAR 2017-18 <br />Under provisions of Chapter 62-708.300(3), Florida Administrative Code (F.A.C.), the COUNTY is <br />required to determine and publicly disclose the full cost of solid waste management within its <br />service area for Fiscal Year 2017-2018. <br />CONSULTANT will perform an evaluation on the full cost of solid waste management for Fiscal Year <br />2017-2018 in accordance with the requirements of Chapter 62-708, F.A.C. CONSULTANT will <br />prepare summary tables and a brief letter presenting the full cost of solid waste management in the <br />COUNTY for Fiscal Year 2017-2018 and also prepare a draft public notice. <br />CONSULTANT will provide the draft tables, letter, and public disclosure notice to the COUNTY by <br />March 15, 2019 assuming receipt of all data required to perform the study are provided by March 1, <br />2019. After receipt of comments, CONSULTANT will submit the final tables, letter, and public <br />disclosure notice within 7 calendar days. The COUNTY is required to inform the residential and <br />nonresidential users of IRC's solid waste management services area of the user's share of the full <br />cost for solid waste management in accordance with Chapter 403.7049 Florida Statutes. <br />Smith <br />A-1 <br />jj2390_WO No. 4.docx <br />
