basic life support ground transportation non -emergency providers <br />who have a valid Certificate of Public Convenience and Necessity <br />from a county contiguous to and adjoining Indian River County to <br />originate service in IRC for inter -facility out -of -county, non- <br />emergency transfer when ordered by a receiving doctor in an <br />adjacent county, without having to have an IRC Certificate of <br />Public Convenience and Necessity. Any such service provider shall <br />notify the EMS Director of its intention to operate in this County <br />and shall provide copies of its Certificate to the Director for <br />verification before service is started. <br />Attorney Vitunac also suggested that the ordinance state that <br />it is in effect for only 60 days from November 22, 1994. <br />Gary Burdsall noted that Able Ambulance has offered to put <br />Holmes Regional teams on board their facilities and will be happy <br />to provide those facilities in the interim He just wanted to <br />offer that to help out. <br />Bill Koolage of Vista Gardens felt we have a real problem here <br />that should be referred to a workshop for input from the community. <br />He did not feel we should act on it so fast. <br />Deborah Kraus from Lifeline noted that they have applied for <br />a certificate from Indian River County and will be coming before <br />the Board in 60 days. Their request is scheduled to be heard <br />sometime in December and she felt something should be done to allow <br />them to proceed with the application process. <br />Eric Price from Able Ambulance suggested approval be given by <br />Emergency Services on an individual basis. <br />Gary Burdsall emphasized that Able Ambulance is not aware of <br />anybody who has had to wait for transport up to Holmes Regional. <br />He felt it would be a mistake to move too quickly today because the <br />companies that are here now are meeting the need. <br />There being no others who wished to be heard, Chairman Tippin <br />closed the public hearing. <br />MOTION WAS MADE by Commissioner Bird, SECONDED by <br />Commissioner Adams, that the Board adopt Ordinance <br />94-33 with the language suggested by Attorney <br />Vitunac, stating that the ordinance will be in <br />effect for only 60 days from today. <br />Under discussion, Commissioner Macht understood that Emergency <br />Services Director Doug Wright would retain emergency powers in <br />these matters. <br />NOVEMBER 22, 1994 19 <br />BOOK FALL <br />
