November 22, 1994 <br />The Board of County Commissioners of Indian River County, <br />Florida, met in Regular Session at the County Commission Chambers, <br />1840 25th Street, Vero Beach, Florida, on Tuesday, November 22, <br />1994, at 9:00 a.m. Present were John W. Tippin, Chairman; Kenneth <br />R. Macht, Vice Chairman; Fran B. Adams; and Richard N. Bird. <br />Commissioner Carolyn K. Eggert was in the hospital recovering from <br />knee surgery. Also present were James E. Chandler, County <br />Administrator; Charles P. Vitunac, County Attorney; and Barbara <br />Bonnah, Deputy Clerk. <br />Chairman Tippin called the meeting to order, and Commissioner <br />Fran B. Adams led the Pledge of Allegiance to the Flag. <br />ADDITIONS TO THE AGENDA <br />County Attorney Vitunac requested the addition to today's <br />Agenda of an emergency ordinance adopting new Section 304.09 of the <br />Indian River County Code regarding Certificates of Public <br />Convenience and Necessity. He explained that the reason for the <br />emergency will be explained during the discussion of the item. <br />Chairman Tippin requested the addition of the following items: <br />1. Public discussion regarding Amendment #2 to Precision <br />Contracting Services Inc. contract for CCTV/Audio in new <br />Courthouse (9-B). <br />2. Proclamation recognizing Emergency Services efforts in <br />tornado disaster.at Barefoot Bay (5). <br />3. COPS AHEAD Grant Program (7-G). <br />4. Surety Bonds for IR Hospital District trustees (7-H). <br />5. FIND dinner for Environmental Learning Center (7-I). <br />ON MOTION by Commissioner Macht, SECONDED by <br />Commissioner Adams, the Board unanimously (4-0, <br />Commissioner Eggert being absent) added the above <br />items to today's Agenda. <br />NOVEMBER 229 1994 1 <br />BOOK U3 F,�;JL S1 l <br />
