adequate treatment capacity, the City shall have the power and <br />authority to finance, construct, acquire or extend water or <br />wastewater transmission, distribution or collection facilities and <br />improvements, cause the connection of said improvements to the <br />County treatment facilities, and impose special assessments <br />therefore on any benefitted parcels lying within the incorporated <br />area of the City or in any adjacent unincorporated area. <br />(B) The County shall also have, and the City hereby consents <br />to, the power and authority to finance, construct, acquire or <br />extend water or wastewater transmission, distribution or collection <br />facilities and improvements and impose special assessments <br />therefore upon benefitted parcels located within the incorporated <br />area of the City. However, the County shall first notify the City <br />of its intent to embark upon any special assessment project within <br />an incorporated area of the City and provide a period of 60 days <br />for the City to opt to finance, construct, acquire or extend the <br />proposed facilities and improvements and impose special assessments <br />upon benefitted parcels. Such notice from the County shall include <br />a description of the project, plans and specifications, an <br />assessment plat, estimated total cost, a proposed assessment roll, <br />the proposed method and estimated costs of financing, and the <br />proposed apportionment method showing the proposed assessment for <br />each benefitted parcel. <br />(C) The County may request in writing that the City impose a <br />special assessment for water or wastewater improvements under the <br />.9 <br />provisions of Chapter 170, Florida Statutes or in the alternative, <br />C <br />C <br />Q <br />20 of 28 <br />43 <br />
