SECTION 6.05. OPERATION AND MAINTENANCE. The County shall <br />have exclusive possession of and assume all responsibility for <br />operation and maintenance of the Sebastian Utility System. The <br />County shall incorporate and integrate the Sebastian Utility System <br />into the County's existing water and wastewater utility system and <br />shall construct, expand, maintain, repair, operate and administer <br />the resulting combined water and wastewater utility system in an <br />orderly and efficient manner, and collect and account for all <br />revenues derived therefrom. The County shall have an affirmative <br />duty, and is hereby authorized by the City, to provide, in a manner <br />consistent with this Agreement, water and wastewater service within <br />the incorporated area of the City under County ordinances, <br />resolutions, regulations, and policies regardless of whether a lot <br />or parcel of land connected with or provided service by the <br />County' s water and wastewater system is located in the incorporated <br />or unincorporated area. <br />SECTION 6.06. NO COMPETING SYSTEM. To the full extent <br />permitted by law, neither the City nor the County will grant or <br />cause, consent to, or allow the granting of any franchise, <br />certificate of authorization, or permit to any person, firm, <br />corporation, or public body, agency or instrumentality whatsoever <br />(other than the County) for the furnishing of water or wastewater <br />services to or within the incorporated area of the City. <br />SECTION 6.07.
