BOOK b3 F,�;E <br />Michael Cully of St. Lucie County Automated Services has met with Judge Kanarek, Gary <br />Tummond (Clerk's Data Processing Manager) and myself to analyze the circuit -and county judges <br />computer needs for the new Courthouse. Additionally, he visited the new facility to evaluate what <br />was needed. Based on his, review he has submitted an estimate of $43,043.00. <br />ANALYSIS <br />Staff feels we should accept the proposal for the judges' computer system from St. Lucie County <br />Automated Services for the following reasons: <br />1. The proposal of $43,043 is considerably less than the lowest bid we received in the <br />amount of $50,270.04 when we advertised for bids and which included less items than <br />the proposal from St. Lucie County Automated Services. <br />2. The Public Defender and State Attorney are already utilizing St. Lucie County <br />Automated Services to install computer systems and software in the new courthouse. <br />3. By having the computer system software and hardware installed by one vendor, who <br />will maintain the system, it will eliminate finger pointing if system problems arise. <br />4. The circuit judges' computer system in Indian River County will be the same as St. <br />Lucie County and will therefore be able to communicate with the entire Circuit. <br />5. The system is designed, where possible, to have the State Attorney, Public Defender <br />and Judges share the same file server and software to cut down on installation costs and <br />maintenance costs in the long run. <br />6. References were checked from the State Attorneys Office, Public Defender's Office and <br />Judges' Office who currently use St. Lucie County Automated Services. They were <br />very highly recommended <br />7. The Public Defender, State Attorney and Judges would have a compatible system <br />district -wide. <br />St. Lucie County Automated Services has bid $43,043.00 for the system. Because of the short time <br />frame, staff would like permission to approve up to 10% more ($43,043 + $4,300 = $47,343) in <br />changes for unforeseen items that may need to be purchased during the installation of the system in <br />the new Courthouse. We may also have to purchase a token ring hub to connect to the Judges and <br />- - Clerk's AS -400 mainframe which we estimate is an additional $6,000. This was not included in any <br />of the bid proposals. <br />Funding of $53,343.00 for the purchase of the computer system would be from the Court Facility <br />Fund (Fund 106). A budget amendment in the amount of $53,343.00 is necessary since the <br />computer system was budgeted in the prior fiscal year. <br />. _ The Board of County Commissioners approve the purchase of the computer hardware and software <br />from St. Lucie County Automated Services for the new Courthouse, as set forth, and the attached <br />Budget Amendment. <br />24 <br />DECEMBER 6, 1994 <br />M M M <br />
