The resolution was moved for adoption by Council Member Phillips, and the <br />motion was seconded by Council Member Hall, and, upon being put to a vote, the <br />vote was as follows: <br />Council Member Steven Fuller, Sr. <br />aye <br />Council Member Paul J.
