6. For all CDBG programs, to preserve existing housing stock, or replacement <br />of substandard housing. <br />7. For all CDBG programs, to enable VLI and LMI families to rehabilitate their <br />homes by providing financial and technical assistance to those unable to <br />obtain private financing. <br />8. For all CDBG programs, to reduce utility costs and to improve the comfort of <br />VLI and LMI families through green construction standards and <br />weatherization activities related to rehabilitation. <br />9. For all CDBG programs, to improve the property tax base in VLI and LMI <br />neighborhoods. <br />10. For all CDBG programs, to increase employment and training opportunities <br />for local residents and minority persons through the hiring of individuals and <br />small businesses owned and operated by Section 3 persons and businesses <br />or persons residing in the vicinity of local projects. <br />11. For all CDBG programs, to make homes accessible to elderly/handicapped <br />occupants as may be required by code, accessibility requirements or as <br />determined at the County's discretion. <br />12. For all CDBG programs, to minimize impact of program participation on <br />Applicants and to limit direct costs encountered because of program <br />participation. <br />13. For all CDBG programs, to adopt modern, green building and energy-efficient <br />improvements for building rehabilitation and construction. <br />14. For CDBG and DRI programs, treat all participating Applicant homeowners, <br />residents, and contractors fairly, with sensitivity and respect for their needs, <br />and in accordance with program rules. <br />15. For CDBG and DRI programs, to provide all program Applicants any <br />reasonable assistance necessary to carry out the objectives of the program, <br />bearing in mind: <br />a. that Applicant homeowners hold the primary responsibility for maintaining <br />their property and personal finances, <br />b. that contractors are primarily responsible for the quality of their work and <br />their obligations to suppliers, creditors, subcontractors and employees; <br />and <br />c. that any assistance provided must be authorized at the proper level. <br />6 <br />
