16. For CDBG and DRI programs, to prepare and harden homes against high <br />velocity winds and wind borne debris in the event of hurricanes and other <br />such natural disasters. <br />17 For all CDBG programs, to allow some flexibility in administering the CDBG <br />programs in order to meet the overall CDBG goals and objectives of <br />rehabilitating each addressed dwelling, and to comply with HUD Section 8 <br />HOS, the current Florida Residential Building Code and any local codes that <br />may apply. The County Commission may waive program rules to achieve <br />CDBG objectives and benefits only when the result will be consistent with <br />established goals and objectives, and applicable federal, state or local <br />regulations and requirements. <br />18. For all CDBG programs, to adopt Complementary activities which are eligible <br />activities, as provided in Section 290.042, F.S., which are necessitated by <br />the primary activity or project scored in the CDBG Application for which grant <br />funds are requested. <br />19. For all CDBG programs, to allow Complementary activities in the Housing <br />category, which include water and sewer hookups to provide service to units <br />being rehabilitated or providing rehabilitation to the kitchen and/or bathroom <br />plumbing of houses so that they can access water and/or sewer hookups. <br />Water and sewer hookups are not complementary if they are the primary <br />activity because the home is not being rehabilitated except as needed to <br />allow the hookup. <br />a. For the purpose of this HAP the per -housing unit cost of providing service <br />shall not exceed $5,000. The use of CDBG funds for complementary <br />activities may not exceed thirty five percent (35%) of the total CDBG funds <br />requested for the primary activity. <br />B.
