Common Housing Program Types <br />Common Housing Program Types: Community Development Block Grants: The <br />Community Development Block Grant (CDBG) program is a flexible program that <br />provides communities with resources to address a wide range of unique <br />community development needs. CDBG Grants consist of the following <br />Categories: <br />1. Entitlement Communities: <br />The CDBG entitlement program allocates annual grants to larger cities and <br />urban counties (200,000 or greater in population) to develop viable <br />communities by providing decent housing, a suitable living environment, and <br />opportunities to expand economic opportunities, primarily for low- and <br />moderate -income persons. <br />2. State Administered CDBG: <br />Also known as the Small Cities CDBG program, the State award grants to <br />smaller units of general local government (less than 200,000 population) that <br />carry out community development activities. Annually, each State develops <br />funding priorities and criteria for selecting projects. <br />3. Disaster Recovery Assistance: <br />HUD provides flexible grants to help cities, counties, and States recover from <br />federally declared disasters, especially in low-income areas, subject to <br />availability of supplemental appropriations. <br />D. Purpose of Policies and Procedures <br />It is the policy of the County's Housing Rehabilitation Programs to document <br />program policy guidelines and procedures to be used by County staff in the <br />8 <br />
