Board of County Commissioners <br />Meeting Minutes - Final January 8, 2019 <br />Commissioner O'Bryan recommended Robert Schlitt, Jr. for the "Member -at -Large" <br />position on the Children's Services Advisory Committee (CSAC). The <br />Commissioner cited Mr. Schlitt's activism and service to Children's Services. <br />It was disclosed that Commissioner O'Bryan serves as the Commissioner Liaison <br />for the CSAC. <br />A motion was made by Commissioner O'Bryan, seconded by Commissioner Zorc, to <br />appoint Robert Schlitt, Jr. to fill the "Member -at -Large" representative vacancy on the <br />Children's Services Advisory Committee. The motion carried by the following vote: <br />Aye: 5 - Chairman Solari, Vice Chairman Adams, Commissioner Flescher, Commissioner <br />O'Bryan, and Commissioner Zorc <br />A motion was made by Vice Chairman Adams, seconded by Chairman Solari, to <br />appoint Anna Kirkland to fill the "Member -at -Large" representative vacancy on the <br />Economic Development Council. The motion carried by the following vote: <br />Aye: 5 - Chairman Solari, Vice Chairman Adams, Commissioner Flescher, Commissioner <br />O'Bryan, and Commissioner Zorc <br />13.B. 19-0002 Criminal Justice, Mental Health and Substance Abuse Reinvestment Grant Program <br />Recommended Action: <br />The County Attorney's Office recommends that the Indian River County Board of <br />County Commissioners approve the letter designating Southeast Florida Behavioral <br />Health Network to submit a Notice of Intent to file the application for the Criminal <br />Justice, Mental Health, and Substance Abuse Reinvestment Grant and authorize the <br />chair to execute the letter. The County Attorney's Office also recommends that the <br />Board authorize Southeast Florida Behavioral Health Network to submit a Notice <br />of Intent to Submit an Application to the Criminal Justice, Mental Health, and <br />Substance Abuse Reinvestment Grant Review Committee for a Florida Department <br />of Children and Families Criminal Justice, Mental Health, and Substance Abuse <br />Reinvestment grant. <br />Attachments: Staff Report <br />Designation Letter <br />County Attorney Dylan Reingold explained that on December 5, 2018, the Indian <br />River County Public Safety Coordinating Council voted to support the filing of an <br />application for the Criminal Justice, Mental Health, and Substance Abuse <br />Reinvestment Grant which would be used to support expanded services for the <br />Mental Health Court Program in Indian River County. <br />As part of the grant application process, the Southeast Florida Behavioral Health <br />Network (SFBHN) was requesting the Board's execution of a letter designating <br />SFBHN to submit a Notice of Intent to file the grant application as well as <br />approving and supporting SFBHN to be the applicant for Indian River County. <br />Indian River County Florida Page 13 <br />
