Board of County Commissioners <br />Meeting Minutes - Final January 15, 2019 <br />Ms. Spurlock thanked the Board and County staff for supporting the Students <br />Working Against Tobacco (SWAT). <br />Commissioner O'Bryan mentioned that State Senator Joe Gruters, District 23, has <br />proposed a bill banning smoking on beaches. If the bill is successful, he <br />(Commissioner O'Bryan) would like to explore this option in Indian River County. <br />A motion was made by Commissioner O'Bryan, seconded by Commissioner Zorc, to <br />approve Resolution 2019-003, AMENDED to include, as suggested by Leslie Spurlock, <br />wording regarding electronic forms of smoking, relating to establishment of <br />tobacco -free zones at County Parks and Recreational Facilities; and providing for <br />conflict and severability and an effective date. The motion carried by the following <br />vote: <br />Aye: 5 - Chairman Solari, Vice Chairman Adams, Commissioner Flescher, Commissioner <br />O'Bryan, and Commissioner Zorc <br />13.B. 19-0026 <br />Recommended Action: <br />Acquisition of Right -Of -Way for Phase II of 66th Avenue Improvements <br />Central Groves Corp. - 66th Avenue and 69th Street <br />Staff recommends the Board approve the Agreement to Purchase and Sell Real <br />Estate for the Central Groves parcel and authorize the Chairman to execute the <br />document on behalf of the Board. <br />Attachments: Staff Report <br />Exhibit "A" <br />Exhibit "B" <br />Exhibit "C" <br />Agreement to Purchase and Sell Real Estate <br />Deputy County Attorney Bill DeBraal gave a PowerPoint presentation on the need <br />to acquire right-of-way for Phase II of the 66th Avenue Improvements. He stated <br />that the parcel, located on the northwest corner of 66th Avenue and 69th Street, is <br />owned by Central Groves Corporation and is commonly known as the Miami <br />Block. Attorney DeBraal explained that staffs recommendation was to purchase <br />the entire 18.59 acre parcel, and noted that any remainder parcel could be sold at <br />the end of the construction process. <br />A brief discussion ensued about potential future uses of the excess land, and the <br />price -point for these types of arms -length transactions. <br />A motion was made by Commissioner O'Bryan, seconded by Commissioner <br />Flescher, to approve staffs recommendation.
