Subsequently, as part of the 2014 <br />update, the BCC suspended three of these <br />(correctional facilities, solid waste, and libraries). <br />At this time, to comply with the Impact Fee <br />Ordinance requirements and to reflect most <br />recent data, the County is interested in updating <br />the fees that are currently in place, including: <br />> Traffic <br />> Public Education Facilities <br />> Fire/Emergency Services <br />> Law Enforcement <br />> Public Buildings <br />> Parks <br />In addition, the study will include the update of <br />the Affordable Growth Model based on a review of <br />population growth trends and projections, and <br />available revenue to buy down the fees. <br />PROJECT APPROACH <br />This scope of services to prepare an impact fee <br />update study is organized into six major tasks that <br />outline the analysis related to initial background <br />review/data collection, technical analysis to <br />update the fee for the six program areas, <br />administrative fee update, update of the <br />transportation impact fee benefit districts, update <br />of the Affordable Growth Model, a technical report <br />and meetings/presentations. The work plan for <br />each of the six major tasks is presented in the <br />remainder of this section. <br />SCOPE OF SERVICES <br />TASK 1: Data Collection and Analysis (Addresses <br />Portions of Task 1 of the RFP Scope) <br />Upon receipt of the Notice to Proceed, Tindale <br />Oliver will coordinate with the County the <br />collection of the specific studies, data, previous <br />current policies and procedures, and other <br />related information necessary to complete the <br />study. Some of the data items that will be <br />collected include: <br />> Updated capital asset inventories for each <br />service areas. Tindale Oliver will provide the <br />2014 files obtained during the previous study <br />for the County staff to update. In the case of <br />school impact fee, the inventory will be <br />updated based on the most recent FISH <br />report.
