Board of County Commissioners <br />Meeting Minutes - Final January 22, 2019 <br />amount of $1,125,000 to pay down this debt; and authorizing the proper officers <br />of the County to do all acts necessary and proper for carrying out the <br />transactions contemplated by this resolution. Staff further recommends that <br />the Board authorize a budget amendment to allocate funding for this <br />transaction. <br />Attachments: Staff Report <br />2018 2019 Resolution <br />Budget Amendment 005 <br />Authorizing Resolution - Redemption <br />Exhibit A - Notice of Redemption <br />Management & Budget Director Kristin Daniels highlighted the financing plan <br />for the Series 2001 Bonds, originally issued in 2001 to finance a portion of the <br />approximately $17,000,000 needed to acquire and expand the Dodgertown <br />Spring Training Facility. She made mention of the payments previously made <br />to reduce the debt and provided the terms of the Historic Dodgertown Facility <br />Lease Agreement, approved by the Board on December 18, 2018. Director <br />Daniels clarified that following the proposed partial payment of $1,125,000 <br />from the Fourth Cent Tourist Development Tax Reserves, the remaining balance <br />of the Series 2001 Bonds would be $4,540,000, solely serviced by the $500,000 <br />annual State Payments, and would reach final maturity in 2031. <br />A motion was made by Commissioner O'Bryan, seconded by Commissioner <br />Flescher, to approve: 1) staffs recommendation; 2) Resolution 2019-006, <br />amending the Fiscal Year 2018-2019 Budget; and 3) Resolution 2019-007, <br />authorizing the redemption of $1,125,000 in aggregate principal amount of its <br />Indian River County, Florida Revenue Bonds (Spring Training Facility), Series <br />2001; authorizing a redemption notice, notice to redeem and certain other <br />documentation; and providing an effective date. The motion carried by the <br />following vote: <br />Aye: 5 - Chairman Solari, Vice Chairman Adams, Commissioner Flescher, Commissioner <br />O'Bryan, and Commissioner Zorc <br />F. Public Works <br />G Utilities Services <br />12.G.1. 19-0055 <br />Recommended Action: <br />Sole Source for Advanced Utility Systems <br />The staff of Indian River County Department of Utility Services recommends <br />that the Board of County Commissioners designates Advanced Utility Systems <br />as the sole source provider for CIS software technical modifications and <br />internal changes to programs. <br />Indian River County Florida Page 12 <br />
