ON MOTION by Commissioner Macht, SECONDED by <br />Commissioner Adams, the Board unanimously (4- <br />0, Commissioner Eggert absent) authorized the <br />County Attorney to attend the meeting in <br />Washington, D. C., on waste flow control. <br />DISCUSSION OF ETHICS ORDINANCE <br />Commissioner Bird reviewed the following memo dated November <br />29, 1994: <br />TO: Board of County Commissioners <br />FROM: Commissioner Richard N. Bird <br />se�-=101- C� <br />DATE: November 29, 1994 <br />SUBJECT: COUNTY ORDINANCE ON ETHICS <br />The Board of County Commissioners at its regular meeting of July 19, <br />1994 passed Ordinance No. 94-21 which sets forth new ethic <br />requirements for Commissioners and employees. This ordinance was <br />passed unanimously by the Board with the understanding that it could <br />be revisited after it had been in place long enough to gain experience <br />as to its effectiveness. <br />Since passage of this ordinance several situations have come to my <br />attention which appear to be violations of the ordinance but which are <br />not situations that I feel should be prohibited conduct. These include <br />the following: <br />1. Awards, plaques and dinners given by a civic or business <br />organization to honor individuals or groups for meritorious service, acts <br />of heroism, and similar conduct. <br />2. The annual golf outing given to all law enforcement, EMS and <br />Firefighters in Indian River County. <br />3. Acceptance of invitations given by organizations as a <br />ceremonial gesture such as the Dodgers inviting City and County <br />Officials to a Marlins baseball game or a Vero Beach Dodger game. <br />4. Discounts to various theme parks given to government <br />employees. <br />5. Free flu shots offered by a local hospital. <br />Participation in the above or similar functions does not, in my view, <br />compromise the ethical standards of Commissioners and County <br />employees. In fact it has the effect of coalescing the community with <br />the County employees. Therefore, I propose that staff be directed to <br />prepare appropriate amendments to the current ethics ordinance to <br />specifically allow participation by County Commissioners and County <br />employees in the above or similar functions. <br />56 <br />December 13, 1994 <br />� � r <br />
