RESOLUTION 85-128 (con°t) <br />cumulative total of 26,400 external trips until: <br />a) Indian River Boulevard has been constructed as a <br />four -lane median divided road between 53rd Street and <br />S.R. 60; or until <br />b) the traffic study as identified in Condition 54, has <br />been submitted to and approved by Indian River County <br />and the Treasure Coast Regional Planning Council that <br />determines that sufficient capacity exists on U.S. 1 <br />to permit additional project development, prior to <br />the construction of Indian River Boulevard as a <br />four -lane median divided facility. If additional <br />capacity is available on U.S 1, the traffic study <br />will identify when the construction of Indian River <br />Boulevard as a four -lane median divided facility will <br />be required considering both background traffic <br />growth and the impacts of the identified amount of <br />additional development in Grand Harbor, while <br />maintaining Level of Service C during average annual <br />conditions and Level of Service D during peak season <br />conditions. <br />Additional building permits beyond that point identified <br />in the study shall not be issued until Indian River <br />Boulevard has been let for construction as a four -lane <br />divided roadway between 53rd Street and S.R. 60 or has <br />been completed. <br />54. If building permits have not been issued for the <br />development of Grand Harbor which generates a cumulative <br />total of 26,400 external trips by December 31, 1992, then <br />a traffic monitoring study shall be conducted by the <br />developer and submitted to and approved by Indian River <br />County and Treasure Coast Regional Planning Council during <br />the peak season of 1993 to identify the adequacy of the <br />transportation system evaluated in the Application for <br />Development Approval for Grand Harbor. The monitoring <br />report will address the following: <br />a) project timing for the remaining building permits and <br />certificates of occupancy for the development <br />identified and approved by Indian River County and <br />the Treasure Coast Regional Planning Council as <br />approved in Condition 51; and <br />b) project timing of Indian River Boulevard widening <br />construction and associated improvements as <br />identified in Conditions 53 and 55 necessary to <br />provide Level of Service C during average annual <br />conditions and Level of Service D during peak season <br />conditions. <br />Additional building permits shall not be issued for the <br />development of Grand harbor until the identified <br />improvements have been constructed or until contracts have <br />been let for construction. <br />55. The following improvements shall be implemented in <br />conjunction with the four -lane construction of Indian <br />River Boulevard: <br />a) construction of 53rd Street as a four -lane road <br />median divided between U.S. 1 and Indian River <br />Boulevard; <br />Page 13 <br />
