If a check, warrant, or other orders for the payment of <br />money drawn in the Commission's name exceeds the sum of three <br />thousand dollars ($3,000), said designated depositories are authorized <br />and directed to honor checks, warrants, or other orders for payment <br />of money drawn in the Commission's name, only when such check, <br />warrant, or other orders for payment of money bears the facsimile <br />signature of the Chairman and Clerk of the Circuit Court and further <br />bears the original signature of either the Chairman, Vice Chairman, <br />Clerk of the Circuit Court, or Deputy Clerk, listed below. Said <br />actual and facsimile signatures appear below: <br />(1) Jeffrey K.
