No <br />provision of this Agreement may be changed or amended except by written agreement <br />signed by all members of the CONSORTIUM. <br />SECTION 30. Parties Bound <br />This Agreement shall be binding upon the members of the CONSORTIUM and their <br />respective successors and assigns. <br />SECTION 31. Attorney's Fees <br />The prevailing party in any litigation, arbitration or mediation relating to this Agreement shall <br />be entitled to recover its reasonable attorneys' fees, paralegal fees and costs from the other <br />party for all matters, including, but not limited to, appeals. <br />Joint Fiber Optics Project - Interlocal Agreement <br />Page 15 of 18 <br />
