Indian River County, Florida <br />Management's Discussion and Analysis <br />For the Year Ended September 30, 2018 <br />Business -type Activities <br />Business -type activities net position increased by $4.4 million. Key elements of this increase are as <br />follows: <br />• Overall program revenues increased $3.4 million <br />1) Charges for services increased by $2.7 million or 5%. A gradual improvement in the local <br />economy has attributed to the following increases over 2017 revenues: water and sewer <br />revenues increased by $0.8 million or 2.5%, solid waste revenues increased $1.0 or 7%, and <br />the building revenues increased by $0.9 million or 25%. <br />2) Capital grants and contributions were $0.7 million higher in 2018 than in 2017. This was <br />mainly due to a grant reimbursement. <br />• Overall expenses were $1.4 million or 2% higher in 2018 than in 2017. The water and sewer <br />utilities expenses were $0.3 million or about 1% lower in 2018 than in 2017. The solid waste <br />expenses were $1.2 million or 8% higher in 2018 than in 2017 due to increased landfill closure <br />costs, increased recycling costs, and a loss on the sale of an asset. The golf course had $0.1 <br />million or 4% higher expenses in 2018 than in 2017 due to increased maintenance, landscape, and <br />depreciation costs. The building department had $0.4 million or 11% higher expenses in 2018 <br />than in 2017 due to increases in professional and other contractual services required to meet <br />service level needs of developers and builders. <br />• Business -type activities expenses were charged $0.6 million for their related share of overall <br />pension expense as calculated by the Florida Retirement System. The expense was allocated to <br />the following activities: water and sewer $0.4 million, solid waste $0.03 million, golf course <br />$0.03 million, and building $0.1 million. <br />13 <br />
