Indian River County <br />Purchasing Division <br />1800 27th Street <br />Vero Beach, FL 32960 <br />Phone (772) 226-1416 <br />Page 1 of 2 <br />ADDENDUM NO. 1 <br />Date: March 19, 2019 <br />Project Name: WABASSO CAUSEWAY FISHING PIER DEMOLITION PROJECT <br />(IRC -1712) <br />Bid Number: 2019035 <br />Bid Opening Date: Wednesday, March 28, 2019 at 2:00 p.m. <br />This addendum is released to provide clarification and plans update. All information provided herein is hereby <br />incorporated into the bid documents. <br />Q: The instructions state that the "bidder must have at least five years' experience in the construction of similar <br />projects of this size and larger". For the purpose of meeting this requirement, will the experience of the bidder's <br />principals, management, and supervisory staff be considered? In other words, if the firm does not meet this <br />requirement but its staff does, will the bidder be qualified? <br />A: The Experience of the bidder's principals, management and supervisory staff will be considered to meet this <br />requirement as long as that staff is assigned and responsible for direct oversight of the project activities. This <br />experience and the proposed staff's associated experience must be clearly identified as part of the submitted bid <br />package. <br />Q: The instructions state that the "bidder must have successfully constructed, as prime CONTRACTOR, at least three <br />projects similar in scope to this project". Can this be amended to state "the bidder and/or its subcontractors must <br />have..."? Also, will the County consider striking "as prime contractor" from this requirement? The experience is <br />the same regardless of the firm's role in the overall project and it is likely that all (or most) of the bidders will be <br />using subcontractors for portions of the work. Some firms may have not been the prime on similar projects but <br />are nonetheless qualified. <br />A: Due to the unique nature of the scope of work set forth in this Contract, requiring both bridge demolition and <br />offshore reef deployment, the County is amenable to amending the bid requirements to reflect "the bidder and/or <br />its subcontractors must have" and replacing the 'Prime Contractor' term with 'Contractor Team'. <br />Q: At the prebid, it was stated that a survey would be provided. Will this survey include both the project site and the <br />travel route shown in the bid documents? Bidders need this information ASAP in order to determine whether the <br />material has to be trucked away from the site.
