CONSENT <br />INDIAN RIVER COUNTY <br />OFFICE OF MANAGEMENT AND BUDGET <br />PURCHASING DIVISION <br />DATE: March 11, 2019 <br />TO: BOARD OF COUNTY COMMISSIONERS <br />THROUGH: Jason E. Brown, County Administrator <br />Kristin Daniels, Budget Director <br />FROM: Jennifer Hyde, Purchasing Manager <br />SUBJECT: Disposition of Former Fire Station 7 <br />BACKGROUND: <br />On February 5, 2019, the Board awarded bid 2019029 for the Demolition of former Fire Station 7 <br />at 1215 82nd Avenue to Barth Construction, Inc. of Vero Beach for $28,370.00. The station has not <br />operated from that site since mid -2015, and the building's condition has deteriorated. A purchase <br />order has been issued, and Barth has begun the application process, but a demolition permit has <br />not yet been issued by the Building Department. <br />Staff has since been contacted by an individual that has expressed interest in purchasing the entire <br />parcel, including the building slated for demolition. <br />A change order to PO 82937 has been issued asking Barth to cease all demolition activities until <br />further direction by the County. Barth has agreed to this request. <br />ANALYSIS <br />The sale of county -owned property to a non -adjacent property owner must be made through <br />auction or sealed bid sale. Sealed bids can be solicited beginning March 31, 2019 and accepted <br />until 2:00 p.m. on April 9, 2019, and presented to the Board on April 16, 2019. <br />Staff recommends no action on the bid to demolish the structure be taken at this time, in the <br />event no acceptable bid to purchase, as determined by the Board, is received. <br />SOURCE OF FUNDS: <br />Required advertisement of the sale is estimated to cost $160 and will be made available in the Fire <br />Rescue — Legal Ads Account (11412022-034910). <br />RECOMMENDATION: <br />Staff recommends the Board declare the property located at 1215 82"d Avenue (parcel <br />33381100001008000001.0) excess to the County's needs and direct staff to solicit offers for the <br />property, as is, by sealed bid. <br />39 <br />
