8/18/94(res0beach)Ok/FA <br />RESOLUTION NO. 94- 104 <br />A RESOLUTION OF THE BOARD OF COUNTY <br />COMMI93IONERS OF INDIAN RIVER COUNTY, <br />FLORIDA, SUPPORTING EFFORTS TO SECURE PERMITS <br />TO AUTHORIZE THE INSTALLATION OF AN <br />EXPERIMENTAL PROJECT, THE PEP REEF FOR BEACH <br />STABILIZATION AND EROSION CONTROL. <br />WHEREAS, since 1930, the beach in Vero Beach has generally eroded, <br />and numerous projects have been proposed over the last 20 years to <br />provide protection to the beach property, including various nourishment <br />projects, alternative technology, and combinations thereof; and <br />WHEREAS, the beach front continues to be vulnerable to extensive <br />damage, e.g., the 2.6 million dollars in damage experienced by the <br />Thanksgiving Day Storm of 1984, a severe northeasterly storm which is <br />typical of the storm events experienced in the Vero Beach vicinity; and <br />WHEREAS, in recognition of the concerns of its citizens for severe <br />beach erosion which threatens homes, livelihoods, significant capital <br />Investment and the tax base of the coastal communities, and the <br />responsibility of government to provide for the health, safety, and welfare <br />of its citizens, the County has continuously pursued solutions to the beach <br />erosion problem; and <br />WHEREAS, in 1992 the County assumed local sponsorship of an erosion <br />control project and formed the Indian River County Beach and Shore <br />Preservation Advisory Committee; and <br />WHEREAS, the County authorized the hiring of a coastal engineer to <br />dedicate his efforts to managing the County beaches and erosion problems; <br />and 4 <br />WHEREAS, in September 1993, after evaluation of many options for <br />preservation and management of the County's beaches, the Committee <br />researched beach nourishment, alternative technology, funding issues, and <br />environmental concerns, and unanimously recommended to the Indian River <br />County Commissioners to proceed with an experimental PEP reef project for <br />Vero Beach; and <br />WHEREAS, the County entered into a contract with American Coastal <br />Engineering, Inc. on September 23, 1993, for the design, permitting, and <br />installation of a PEP reef; and <br />-1- <br />
