Comprehensive Plan Capital Improvements Element <br /> Schools (School Service Areas): <br /> ➢ 100 percent of Florida Inventory of School Houses (FISH) capacity for each public school <br /> type (elementary, middle, and high). <br /> ➢ Transit <br /> The County adopts the following transit level-of-service standard: <br /> ➢ One-hour headways shall be maintained on all fixed transit routes. <br /> Objective 4: Future Development's Share of Capital Costs <br /> Through 2030, new developments will bear a proportionate share of the cost required to maintain <br /> adopted level-of-service standards. <br /> Policy 4.1: The county shall use impact fees,capacity charges,assessments,developer dedications <br /> and contributions,to pay for infrastructure improvements and services needed to satisfy future needs <br /> while maintaining adopted level-of-service standards. <br /> Policy 4.2:The county shall conduct research to identify new sources of revenue for funding capital <br /> improvement projects. <br /> Objective 5: Local Government's Ability to Provide Required Services and Facilities <br /> Through 2030, the county will ensure that it is able to fund and provide required services and <br /> facilities. <br /> Policy 5.1: The county shall not approve land use amendment requests unless those requests are <br /> consistent with the concurrency management system requirements of this element. <br /> Policy 5.2: In the event that the planned capacity of public facilities is insufficient to serve all <br /> applicants for development orders, the county shall schedule capital improvements to serve <br /> developments in the following order of priority: <br /> ➢ Single-family units in existing platted subdivisions or on existing legal, buildable parcels <br /> ➢ Affordable housing projects <br /> ➢ New development orders permitting redevelopment <br /> Community Development Department Indian River County <br /> Adopted ,2019,Ordinance 2019- 57 <br /> Appendix A - CIE Amendment <br />
