That system will set the <br />parameters for issuing development orders consistent with level -of -service standards. <br />While this concurrency management plan sets policies and establishes a process, the specific <br />application of this system is through the County's land development regulations. As per state <br />requirements, those regulations define the details of the concurrency management system and <br />establish its administrative requirements. <br />The major purpose of the concurrency management system is to detail the specifics of implementing <br />the County's level -of -service standards. For that reason, the concurrency management system must <br />apply to all development activity in the County. The system must then identify the applicable <br />standards for each facility, the geographic scope of each facility, and the method of monitoring <br />facility capacity changes. Most importantly, this system must specify when facilities are considered <br />available. <br />Project Applicability <br />All development orders issued by the County and identified below must comply with the concurrency <br />management plan and meet level -of -service standards. Development orders are County approvals for <br />construction and/or land development activity. Specifically, development orders consist of the <br />following: comprehensive plan amendments, rezonings, site plan approvals, preliminary plat <br />approvals, development of regional impact (DRI) approvals, planned development preliminary <br />approvals, and building permit approvals for multi aingle'family projects. <br />e <br />• . - <br />Within Indian River County, the impact from the construction of a single family home on an existing <br />subdivision platted lot or legally created single-family parcel may—will constitute a de minimus <br />impact on public facilities and thus be exempt from the concurrency requirement. Concurrency <br />traffic impacts for single-family homes will be accounted for through tracking single-family trips and <br />an annual traffic count update of the County's Concurrency Management System.
