Zito, Assistant County Administrator <br />Subject: Florida Fish and Wildlife Conservation Commission's - Land <br />Management Plan for the Indian River County Public Shooting <br />Range 2019-2029 <br />BACKGROUND: <br />The Indian River County Public Shooting Range is operated under a Concessionaire Agreement <br />with the Florida Fish and Wildlife Conservation Commission ("FWC"). FWC manages the land <br />under a 50 year lease agreement with the Division of State Lands Department of Environmental <br />Protection (Board of Trustees Lease Agreement #4148). Pursuant to Florida Stature 253.03495)(a), <br />FWC is required to provide short term and long term management goals as outlined in the 2019- <br />2029 Ten Year Management Plan. As part of developing the Management plan this year, FWC <br />conducted management advisory group meetings with public and private stakeholders including <br />County Staff along with oversight from County Commission Vice -Chair, Susan Adams. <br />DESCRIPTION AND CONDITIONS: <br />The Management Plan outlines natural habitat management including prescribed fire management, <br />imperiled species management, exotic and invasive species management, public access, and <br />recreational opportunities. In summary, the County's responsibility and involvement is to serve as <br />the designated concessionaire under contract #00252 which runs through March of 2026. The <br />responsibilities of the County are defined in the Concessionaire Contract under the scope of range <br />operations and are limited to operating the public shooting ranges a minimum of 5 days and 40 <br />hours per week. Attached for convenient reference is a copy of the Table of Contents to the <br />Management Plan.
