8. Utilities: The project will have on-site well and septic <br />tanks for each tract. These utility provisions have been <br />approved by the Department of Utility Services and the <br />Environmental Health Department. <br />9. Dedicat-ions and Improvements; Presently, 30' of right-of-way <br />exists for 17th Street S.W. which is classified as a minor <br />arterial on the Thoroughfare Plan. Minor arterials such as <br />17th Street S.W. require an ultimate right-of-way width of <br />100'. The applicant will be dedicating without compensation <br />30' of right-of-way prior to via the final plat to bring 17th <br />Street S.W. up to the local road standard of 60'. At a later <br />date, the county will need to acquire the remaining 40' to <br />complete the 100' width. The county does not wish to purchase <br />the future right-of-way at this time, and the proposed design <br />accommodates the 100' ultimate right-of-way. <br />Since the proposed development is a low volume traffic <br />generator/attractor and is located outside the urban service <br />area, the applicant is not required to pave 17th Street S.W. <br />No sidewalk or bikeway improvements are required, and none are <br />proposed. <br />10. Concurrency: The applicant has obtained a- conditional <br />concurrency certificate which satisfies concurrency <br />requirements related to the special exception use and <br />preliminary PD plan requests. Prior to receiving an LDP <br />waiver, the applicant will be required to obtain an initial <br />concurrency certificate or execute a_ concurrency <br />acknowledgement form. <br />11. Environmental Issues: There are no environmental issues <br />related to this project. <br />12. Buffers: Given that the surrounding area is presently used <br />for and is designated for agricultural purposes, no special <br />buffering is required. Since the 30' A-1 district yard <br />setbacks exceed the 25' planned development perimeter setback, <br />the 30' A-1 district setback will control. Therefore, no <br />special setbacks are requested, and none will apply to this <br />project. <br />13. Waivers: The applicant is not requesting any waivers through <br />the PD process. <br />14. That prior to or via final plat approval and recordation, <br />restrictions, as described in this report, be established <br />regarding a maximum homesite area and uses on remaining areas <br />in a manner acceptable to the County Attorney's Office. <br />2.
