CONSENT <br />INDIAN RIVER COUNTY <br />OFFICE OF MANAGEMENT AND BUDGET <br />PURCHASING DIVISION <br />DATE: April 15, 2019 <br />TO: BOARD OF COUNTY COMMISSIONERS <br />THROUGH: Jason E. Brown, County Administrator <br />Kristin Daniels, Director, Office of Management and Budget <br />FROM: Jennifer Hyde, Purchasing Manager <br />SUBJECT: Sealed Bid Sale of 1215 82nd Avenue (Former Fire Station 7) <br />BACKGROUND: <br />On February 5, 2019, the Board awarded bid 2019029 in the amount of $28,370 to Barth Construction <br />for the demolition of the Former Fire Station 7 building, located at 1215 82nd Avenue. In response to <br />external inquiries to staff from parties interested in purchasing the structure and parcel, the Board <br />subsequently authorized the sealed bid sale of the facility on March 26, 2019. The demolition was put on <br />hold, but that award was not terminated. <br />ANALYSIS: <br />In accordance with F.S. 125.35, advertisements announcing the sealed bid sale of the facility appeared in <br />the Indian River Press Journal on March 29 and April 5, 2019. Four sealed bids in response to Invitation <br />to Bid 2019053 were received and publicly opened on April 9, 2019 at 2:00 P.M. Bids were accepted in <br />the amounts of $101,000, $40,158, $40,000 and $35,000. <br />During review of the bids, the Public Works Department identified portions of the parcel that need be <br />extracted from the property to facilitate future right-of-way needs, significantly reducing the size of the <br />parcel to be sold. A right-of-way purchase at a later date is anticipated to exceed the revenue received <br />under a sealed bid sale of the property. <br />There is no provision within Florida Statute or County ordinance to enable a negotiation with the high <br />bidder in a sealed bid sale. Staff anticipates the reduced size of the parcel will eliminate interest by the <br />public to purchase, and the remainder of the parcel to be beneficial in the design of any future roadway <br />projects. <br />SOURCE OF FUNDS: <br />Funding for the demolition of the building in the amount of $28,370 will be made available in the <br />Emergency Services District- Other Contractual Services Account (11412022-033490). <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners reject all bids received in response to <br />2019053 Sealed Bid Sale of Real Property, and authorize the demolition of the building to proceed in <br />accordance with Bid 2019029. <br />24 <br />
