• <br />Board of County Commissioners <br />Meeting Minutes - Final May 21, 2019 <br />adoption of Resolution No. IV <br />Recommended Action: Staff requests authorization from the Board of County Commissioners for the <br />following: a. Adopt Resolution IV and the Final Assessment Roll; b. For <br />benefitting parcels above in Final Assessment Roll, allow property owners to <br />finance the capital cost up to 10 years, payable in ten equal yearly installments <br />at an annual interest rate of 2.00% as approved by BCC; and, c. Approve <br />application for Payment No. 6, Final Pay, in the amount of $113,897.49, to <br />Timothy Rose Contracting, which will release any further obligations of the <br />County from the Contractor <br />Attachments: Staff Report <br />As -built Resolution and Final Assessment Roll <br />Change Order No 1 - Final <br />Pay Application No 6 <br />Assessment Area Map <br />Through the use of a PowerPoint Presentation, Utility Services Director Vincent <br />Burke presented the history of the North Sebastian Septic to Sewer Phase 1 <br />Project, along with providing the details of the Impact Fee Incentive Schedule <br />and the optional financing, to be mailed to the benefitting property owners via <br />certified mail following the Board's approval. <br />Commissioner O'Bryan made mention that the project came in under the <br />budgeted amount, and commended the work of Director Burke and his staff, <br />and Timothy Rose Contracting, Inc. <br />A motion was made by Commissioner O'Bryan, seconded by Vice Chairman <br />Adams, to approve staffs recommendation and Resolution 2019-037, certifying <br />"as -built" costs in connection with a sewer main extension to serve certain <br />properties along the east side of U.S. Highway 1 between 13230 and 14410 U.S. <br />Highway 1, and including 12920 and 12950 U.S. Highway 1 within the <br />unincorporated boundary of Indian River County; and certain properties along <br />the east side of U.S. Highway 1 within the municipal boundary of the City of <br />Sebastian between 13100 and 1614 U.S. Highway 1, including certain properties <br />along Jackson Street, Madison Street, Davis Street, N. Central Avenue (South of <br />Jackson Street) and including 1637 and 1727 N. Indian River Drive (North <br />Sebastian Septic to Sewer [S2S] Phase 1 Project); providing for formal <br />completion date and date for payment without penalty and interest. The motion <br />carried by the following vote: <br />Aye: 4 - Chairman Solari, Vice Chairman Adams, Commissioner O'Bryan, and <br />Commissioner Zorc <br />Absent: 1 - Commissioner Flescher <br />13.
