Serv: <br />Risk Mgt. <br />Other ti • - _ <br />At its January 3rd, 1995 meeting, the City Council of the City of <br />Vero Beach, Florida voted unanimously to notify our Congressmen <br />and State Legislators of our deep concerns regarding the National <br />Voter Registration Act, the so-called "Motor -Voter" bill. <br />Perhaps the most troublesome aspect of this bill is that people <br />will be able to register by mail with no identification, proof of <br />residence or proof of citizenship. Anyone can and will be able <br />to register providing a tremendous potential for fraud. <br />Prior to January 1, 1995, in our county, those desiring to regis- <br />ter to vote had to, in most cases, appear in person before the <br />Supervisor of Elections or Deputy Supervisor of Elections and <br />provide two forms of identification, one showing their legal <br />residence. Beginning January 1, of this year', neither identifi- <br />cation nor proof of citizenship can be required. <br />Currently, in Florida, a valid voter registration requires only <br />four things: name, residence address, date of birth and signa- <br />ture. If these four notations are on the form, the Supervisor of <br />Elections must put the individual on the voter roll, even if the <br />signature is an X. <br />It is not too far a stretch to believe that illegal aliens and <br />convicted felons will be persuaded to register, as well as the <br />registration of fictitious persons. It appears to us, that in <br />changing the voter registration procedure, fraud will be easily <br />introduced into the registration process and the integrity' of <br />elections in the United States will be destroyed. The ramifica- <br />tions are frightening. <br />A perfectly.good registration system, with safeguards in place to <br />protect the elective process has been severely undermined by this <br />misguided legislation to say nothing of the unnecessary associat- <br />ed costs. <br />We believe it is imperative that Congress and State Legislators <br />act promptly to correct the provisions of this Bill and limit the <br />damage that will be directly attributable to the provisions of <br />the National Voter Registration Act. <br />Sincerely,. - <br />Caroline Ginn <br />Mayor <br />36 <br />January 17, 1995 moK 94 f,,,r,r 126 <br />
