r 1 <br />Despite attempts to find a landowner with both sufficient property <br />in one of the large nodes adjacent to the interstate and interest <br />in developing an industrial park, that effort has been <br />unsuccessful. The Council of 100's Industrial Park subcommittee, <br />however, has identified a landowner with property adjacent to the <br />I-95/S.R. 60 commercial/industrial node and within the urban <br />service area. Although the referenced property is currently <br />designated M-1, Medium -Density Residential, on the county's future <br />land use map, the property owner is interested in developing the <br />land for an industrial park. <br />Because of the county comprehensive plan's significant <br />overallocation of commercial/industrial land, property located <br />outside of a commercial/industrial node would generally be <br />considered unsuitable for development of an industrial park. It <br />is, however, possible to expand a node to include property adjacent <br />to the node, if an amount of land equal to that being added to the <br />node is removed from a node. In that way, there will be no overall <br />increase in the amount of commercial/industrial designated land in <br />the county.. <br />Recent events provide an opportunity to remove 36.21 acres from the <br />Oslo Road/74th Avenue node. By reducing the size of that node, a <br />comparable -amount of acreage would be available to expand the I- <br />95/S.R. 60 node to accommodate the proposed industrial park <br />property. <br />The Oslo Road/74th Avenue node property that could be removed from <br />the node is the Streetman property that was recently acquired by <br />the county. That property is depicted on the attached map. <br />Because that land was purchased for expansion of the landfill, the <br />Streetman property, like the remainder of the landfill property, <br />should be redesignated public on the county's future land use map. <br />As such, the property would then be removed from the node. With <br />this reduction in the size of the Oslo Road/74th Avenue node, the <br />opportunity would then exist to expand the I-95/S.R. 60 node by a <br />comparable amount. <br />To initiate this process, the Board of County Commissioners, as the <br />owner of the Streetman property, must authorize staff to submit a <br />comprehensive plan amendment for the subject property. As part of <br />the amendment to redesignate the county property, the Board may <br />also authorize staff to include redesignation of the proposed <br />industrial park property. In doing so, the Board would ensure that <br />the property owner of the industrial park property would not incur <br />any comprehensive plan amendment review fee costs. <br />ANALYSIS <br />For the county to meet its economic development objectives, it is <br />necessary to establish an industrial park in the county. While <br />OEDP policy 2.2 commits the county to work with a developer to <br />establish an industrial park, there are limited, low cost actions <br />which county government can take to get a park built. With recent <br />utility line extensions, the county has provided necessary <br />infrastructure to accommodate industrial development. Now the <br />opportunity exists for the county to make land use plan changes to <br />assist a landowner in developing an industrial park. <br />JANUARY 24, 1995 44 <br />Bou 94 P,�,UJ75 <br />
