In redesignating the recently acquired Streetman property from <br />commercial/industrial to public on the future land use plan map, <br />the county would be designating the Streetman tract similar to the <br />entire landfill site. With a public designation, the property <br />could be used for any landfill related purpose. Not only could the <br />property be used for borrow pits or stormwater tracts associated <br />with the landfill, but the.public designation would also allow the <br />property to be used for recycling or resource recovery uses <br />conducted either by the county or by private sector lessees. <br />By redesignating the 36.21 acre Streetman property to the public <br />use category on the county's future land use plan map, the county <br />can designate 36.21 acres of the proposed industrial park property <br />from residential to commercial/ industrial. Although 36.21 acres is <br />significantly less than the proposed size for an industrial park, <br />the 36+ acres would provide an adequate first phase. In the <br />future, it is anticipated that additional property under the same <br />ownership will be redesignated commercial/ industrial to accommodate <br />future phases of the proposed industrial park. <br />In analyzing the proposed redesignation, planning staff consulted <br />with utility department staff. The utility staff indicated that <br />they would not oppose the redesignation, provided that landfill and <br />related uses can occur under the public land use designation. <br />Planning staff have verified that such uses can occur. In <br />addition, planning staff have contacted the State Department of <br />Community Affairs which has informally indicated that it would not <br />contest the proposed land use plan changes, since the county will <br />not be increasing the total amount of commercial/ industrial land in <br />the county. — <br />If authorized by the Board, planning staff will initiate a <br />comprehensive plan amendment request for both the Streetman <br />property and the industrial park tract during the January amendment <br />submittal window. As with all plan amendments, this request will <br />be analyzed by staff, considered by the Planning and Zoning <br />Commission.and the Board of County Commissioners, reviewed by the <br />State Department of Community Affairs, and acted upon by the Board <br />of County Commissioners. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners authorize <br />staff to submit a comprehensive plan amendment request to <br />redesignate the recently purchased Streetman tract from Commercial/ <br />Industrial to Public and to redesignate the referenced industrial <br />park property from residential to commercial/ industrial.
