Community Development Director Robert Keating gave a brief <br />overview of staff's attempt to implement one of the County's <br />overall economic development plans to establish an industrial park <br />in conjunction with the Chamber of Commerce and the Council of 100. <br />An appropriate property was located which was, unfortunately, <br />outside the commercial industrial node, although it was contiguous. <br />Planning staff advised the Council of 100 that the County has an <br />overallocation of commercial industrial property and, in order to <br />expand one of the nodes, we have to remove commercial industrial <br />land from another node in order to avoid any net increase. The <br />Solid Waste Disposal District recently purchased a property which <br />could be redesignated known as the "Streetman" property, which was <br />purchased for landfill expansion. This property can be <br />redesignated from commercial industrial, removed from the node and <br />redesignated "public", which will free up a little over 36 acres, <br />at which time the Board would have the opportunity to consider a <br />Comp Plan amendment to expand the State Road 60/I-95 commercial <br />industrial node for a comparable amount of property which would <br />accommodate at least the beginnings of development of an industrial <br />.park. Director Keating also stated that the primary reason for <br />staff's recommendation of this procedure is that this is one of the <br />best, least -costly ways for the Board to comply with the Economic <br />Development Policy and to reach the goal of an industrial park for <br />the County. <br />Chairman Macht questioned the safeguards for the public in <br />giving up something to be transferred to private ownership. <br />Director Keating responded that the County would be giving up <br />something it does not need as it could accomplish the desired <br />purposes with either designation. He reiterated that this area is <br />the appropriate one for exchange for this node but agreed that some <br />safeguard language possibly should be included. <br />Chairman Macht questioned the guaranties that the private <br />owner would not turn the property into something not in the general <br />public's interest and Director Keating responded that the <br />Comprehensive Plan contains requirements that once the property has <br />been redesignated, the owner only has two years in which to <br />implement the plan appropriate to the redesignation. In the event <br />the redesignated plan was not accomplished in the 2 -year period, or <br />if the plan were changed, a new plan would need to be presented to <br />the Board for approval and another redesignation of the property. <br />JANUARY 24, 1995 46 BOOK 94 pmx 177 <br />M - M r <br />
