Davis, P.E., <br />Public Works Director <br />SUBJECT: Professional Services for CDBG <br />Neighborhood Revitalization Grant <br />DATE: January 27, 1995 FILE: CDBG-WAB.AGN <br />DESCRIPTION AND CONDITIONS <br />Requests for proposals were solicited for consultants to write, and if funded, administrate a <br />FY95/96 Neighborhood Revitalization Grant under the State of Florida Community <br />Development Block Grant program. The Block Grant application cycle is anticipated in March <br />of 1995. Two firms responded as follows: <br />Clark, Roumelis and Associates, Inc., Tallahassee <br />Fred Fox Enterprises, Inc., Palatka <br />ALTERNATIVES AND ANALYSIS <br />A selection committee consisting of Jim Davis, Public Works Director, Terry Pinto, Utilities <br />Services Director and Bob Keating, Community Development Director reviewed the submittals <br />from the two firms and ranked them as follows: <br />1) Clark, Roumelis and Associates, Inc., Tallahassee <br />2) Fred Fox Enterprises, Inc., Palatka <br />RECOMMENDATIONS AND FUNDING <br />Staff recommends approval of the above prioritized short list and requests authorization to begin <br />contract negotiation with the No. 1 ranked firm, Clark, Roumelis and Associates, Inc., <br />Tallahassee, Fl. Once an agreeable contract is prepared, staff will present it to the Board for <br />approval. <br />Commissioner Eggert asked how this differs from the <br />neighborhood grant, and Public Works Director Jim Davis advised <br />that this concerns road paving and water line installation to two <br />subdivisions in Wabasso. <br />Commissioner Adams felt this was a great way to provide water <br />to that neighborhood. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bird, the Board unanimously (4-0, <br />Chairman Macht being absent) approved the <br />prioritized short list and authorized negotiations <br />to begin with Clark, Roumelis and Associates of <br />Tallahassee and bring it back to the Board. <br />FEBRUARY 7, 1995 101 <br />
