PINT <br />DIRECTOR OF UTI I S RVICES <br />PREPARED <br />WILLIAMF. cC�A <br />AND STAFFED <br />CAPITAL P £"CTS ENGINEER <br />SYS <br />DEPARTM UTILITY SERVICES <br />SUBJECTS <br />WEST REGIONAL WWTP EXPANSION <br />ENGINEERING CONTRACT, ADDENDUM <br />CONTRACT INSPECTION SERVICES <br />INDIAN RIVER COUNTY PROJECT NO. <br />NO. 1, AND OUTSIDE <br />US -93 -04 -DC <br />On July 27, 1993, the Indian River County Board of County <br />Commissioners approved a contract with the firm of Malcolm Pirnie <br />for engineering services associated with the design and construction <br />of the above -referenced project. (See attached agenda item, <br />minutes, and contract.) in the original contract, a nine month <br />construction period was allowed and construction services from the <br />Engineer coincided with that same time frame. (See section on <br />additional services.) <br />An the Board is aware, we had an extreme wall failure in the <br />existing WWTP in December 1993 and subsequently have included <br />permanent repairs to this structure in our ongoing contract. As a <br />direct result .of this additional work and construction time, we <br />have incurred additional engineering services. Attached you will <br />find an addendum to the engineering contract in the amount of <br />$22,500.00, which includes a $3,000.00 amount for the redraw/design <br />of the operations building we have had to perform to accommodate the <br />new handicap codes, which no longer allow exemptions for facilities <br />of this nature as was the case when the original design was <br />performed. Please see the attached letters from the Engineer dated <br />January 26, 1995 and December 15, 1994, respectively. <br />In addition to the increase in engineering services, we also find <br />that we are in need of additional inspection services. We are <br />proposing at this time to hire a contract employee at $22.00/hour <br />with no benefits. <br />The total expenditure we are requesting is as follows: <br />I. Additional engineering services with Malcolm Pirnie $22,500.00 <br />2. Contract employee services approximately 20.000.00 <br />Total Project Increase $42,500.00 <br />The additional inspection services are necessitated for two main <br />reasons. First, the extended contract time (i.e., 3 months) and the <br />second being the current lack of County inspectors available to <br />supplement the Engineer Ia part-time inspection services. We were <br />originally proposing to include additional inspection in Malcolm <br />Pirnie's addendum; however, the cost per hour for their inspector <br />(ia., $75.00/hour) far exceeds what a contract employee would be <br />paid. (See attached fax from Malcolm Pirnie dated January 18, <br />1995.) Payment for these services will be from the impact fee fund. <br />The staff of the Department of Utility services recommends that the <br />Board of County Commissioners approve the above expenditures as <br />outlined. <br />FEBRUARY 7, 1995 <br />102 <br />POOKPAc1 <br />
