T. KERLIN, INC. <br />DATE: JANUARY 17, 1995 <br />TO: JAMES E. CHANDLER <br />COUNTY ADMINISTRATOR <br />FROM: TERRANCE G. PI If <br />DIRECTOR OF UTILITY SERVICES <br />PREPARED WILLIAM F. McCAIN <br />AND STAFFED CAPITAL PROJECTS ENGINEER <br />BY DEPARTMENT O EOUNTY <br />TY SERVICES <br />SUBJECT: WEST REGION WATER TREATMENT PLANT <br />CHANGE - JOHN J. KIRLIN <br />INDIAN PROJECT NO. US -93 -04 -DC <br />BACKGROUND <br />On August 23, 1994, the Indian River County Board of County <br />Commissioners awarded the above -referenced project to John J. <br />Kirlin in the amount of $ 5,441,000.00 In December of 1994, the <br />Board approved Change Order No. 1, in the amount of $70,671.00. <br />(See attached agenda item and minutes.) Although Change Order No. <br />1 dealt with site issues, it did not reflect sodding and additional <br />site work for road improvements, drainage swales, etc. These were <br />to be included in the site work for the wetland. The wetlands <br />project is still not underway and these site improvements must be <br />constructed immediately to accommodate road construction for total <br />site access. <br />The County has requested that the area around the stormwater <br />retention pond (construction approved in Change Order No. 1) be <br />sodded to prevent erosion during the remainder of construction. <br />As stated in the agenda item for Change Order No. 1, we originally <br />wanted to have all landscaping bid separately to local contractors <br />and we still intend to proceed in that fashion for all trees, <br />shrubs, etc. However, after careful consideration, the Department <br />and Engineer feels that the coordination of an outside contractor, <br />as previously expected, for the sod work would create a liability <br />issue between John J. Kirlin and the County, should major on site <br />erosion occur at any point in the contract. Therefore, staff feels <br />this job should be given to the Contractor to assume all <br />responsibility. <br />ANALYSIS <br />The cost for this work as outlined in detail on the attached Change <br />Order No. 2 totals $33,429.00. A letter of recommendation from the <br />Engineer is also attached. The staff of the Department of Utility <br />Services concurs with the Engineer's recommendation. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve Change Order No. 2 as <br />presented. <br />FEBRUARY 7, 1995 103 <br />
