� � s <br />John Townsend, president of the Vista Gardens Condominium <br />Association, presented petitions signed by 900 residents objecting <br />to the rezoning of the subject property to a higher density. <br />(RECEIPT OF SAID PETITIONS IS HEREBY ACKNOWLEDGED BY THE CLERK TO <br />THE BOARD. PETITIONS HAVE SINCE BEEN RETURNED TO MR. JOHN <br />TOWNSEND.) <br />Mr. Townsend noted that they don't understand the land <br />acquisition process but are astonished that the plan being <br />presented is to buy land that is already owned and is already zoned <br />RS -1. They don't see the need to buy land that is already <br />protected by zoning and wonder why consideration is being given to <br />spending money on the back part of the site. He suggested that <br />the County buy McKee Jungle Gardens instead of buying part of this <br />land that already is protected by zoning. They realize they <br />should have been here during the master plan hearings to avoid <br />higher density zoning in the future, but they would like to stress <br />that this may be the last opportunity to set policy along Indian <br />River Boulevard. <br />Edward R. Nicholson of Vista Gardens noted that staff's <br />analysis was done back in 1979 and the early 1980s, before the <br />Boulevard was built. All the words used back then were "now" <br />words; there was no reference to the future. He urged the Board <br />not to rule on one parcel at a time but instead set some density <br />policy on the Boulevard for the future. They realize that Mr. <br />Schlitt made an investment and has the right to use his property, <br />but no option is before the Board today other than RM -10. Mr. <br />Nicholson pointed out that because there is no emergency, the Board <br />could table this matter in order to make a collective decision at <br />a later date. <br />Bill Koolage of Vista Gardens encouraged the Board to deny <br />this request for higher density zoning. He has trouble getting <br />into Vista Gardens now and had trouble trying to get into Vista <br />Royale off of U.S. #1 the other day. At night it is hard to see <br />with the on -coming lights. <br />Ron Worley, owner of a unit in Vista Gardens, hoped that Vero <br />Beach would not become just another big city on the Atlantic Ocean. <br />Frank Gentile, 16 Vista Gardens Trail, was concerned that no <br />one asked what would be done with all the solid waste generated by <br />this RM -10 zoning. <br />FEBRUARY 7, 1995 73 <br />G_ <br />BOOK 4 F�[;E <br />
