Boos 94 r -Au 292 <br />Dean Luethje of Carter Associates, representing the applicant, <br />pointed out that the comprehensive staff report covers all the <br />items that are in the Comp Plan which is a result of a lot of <br />effort and time. A lot of discussion went into the future land use <br />element. This is not after -the -fact thinking; it is thinking for <br />the future. Mr. Luethje noted the existing RM -10 development along <br />the Boulevard. About 95% of the subject site was planted in citrus <br />and much of it now has grown into exotic vegetation, which is not <br />conducive to agricultural development. <br />Ed Schlitt, applicant, appreciated the concerns of the <br />residents of'Vista Royale and Vista Gardens. He recalled that he <br />donated property fronting on U.S. #1 around the corner of Vista <br />Gardens so that the Boulevard could be built. That property <br />happened to cut through some commercial property he had there and <br />he donated that so that residents of Vista Gardens could get out <br />onto Indian River Boulevard. Through the years, he has given input <br />into the Comp Plan because he felt it is very important that this <br />county not go the way of the counties to the south. Mr. Schlitt <br />advised that he arranged to develop this property as housing for <br />the elderly after he learned through his attendance at the state <br />land acquisition meetings that the State had no interest in <br />acquiring upland property that didn't have any native vegetation. <br />Ed Nelson, resident of a mobile home park in the area of I-95 <br />and SR -60, didn't want people to think that mobile home owners are <br />not interested in anything other than mobile home parks. He and <br />others who live west of town believe the Boulevard is unique and <br />should stay that way. They don't want to see any more development <br />on what was meant to be a by-pass for U.S. #1. <br />Frank Nepesh of Vista Gardens recalled a beautiful tree -lined <br />route in New Jersey that was destroyed by the development of malls <br />which later went bankrupt. <br />There being no others who wished to be heard in this matter, <br />the Vice Chairman closed the Public Hearing. <br />Commissioner Eggert noted that as a former member of the Land <br />Acquisition Advisory Committee and as current chairman of the <br />Metropolitan Planning Organization, no one has been a bigger <br />booster of Indian River County then she has been. She recalled <br />that back in 1981, the future land use plan established 10 units <br />FEBRUARY 7, 1995 74 <br />
