RESOLUTION OF BOARD OF COUNTY COMMISSIONERS TO WATER <br />MANAGEMENT DISTRICT REVIEW COMMISSION <br />The Board reviewed a Memorandum of February 8, 1995: <br />TO: Board of County Commissioners <br />FROM: Terrence P. O'Brien, Assistant County Attorney"'YPO <br />DATE: February 8, 1995 <br />SUBJECT: RESOLUTION OF BOARD OF COUNTY COMMISSIONERS <br />TO THE WATER MANAGEMENT. DISTRICT REVIEW <br />COMMISSION <br />The Board of County Commissioners at its regular meeting of <br />February 7, 1995, directed staff to present a resolution to the Water <br />Management District Review Commission at its meeting in Hollywood, <br />Florida, on February 16-17, 1995.- <br />A <br />995, <br />A draft Resolution is attached for your consideration and approval. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Tippin, that the Board adopt Resolution <br />95-26 requesting the Water Management District <br />Review Commission to recommend legislation <br />concerning millage increases and accountability for <br />the St. Johns River Water Management District. <br />Under discussion, Commissioner Bird apprised the Board that he <br />serves on the Recreational Advisory Committee to the St. Johns <br />River Water Management District and they constantly run into <br />situations where the governing board and staff have an insatiable <br />appetite for purchasing additional properties to the tune of <br />millions of dollars. The taxpayers end up buying the properties <br />but when it comes time to budget the funds to properly manage and <br />maintain those properties, it seems that the funds come up short. <br />When something needs to be done to one of the properties, staff <br />will say it is not in the budget. He felt that there is a <br />responsibility to maintain the lands and manage them to the benefit <br />of man, beast and nature. He recommended the addition of language <br />requiring sufficient funds to be allocated for proper maintenance <br />and management. <br />Assistant County Attorney Terrence O'Brien agreed and pointed <br />out that Paragraph 4 asks that the budget be submitted to each <br />county for review and comment and that the comments of each county <br />BOOK 9 4 P <br />FEBRUARY 14, 1995 33 ; <br />
