RESOLUTION 95-26 <br />WHEREAS, the millage imposed by Indian River County has been <br />decreasing each year; and <br />WHEREAS, St. Johns River Water Management District, unlike <br />Indian River County, is governed by appointed officials who have no <br />accountability to the taxpayer through the electoral process. <br />NOW, <br />THEREFORE, <br />BE <br />IT -RESOLVED <br />BY THE <br />BOARD OF <br />COUNTY <br />COMMISSIONERS <br />OF <br />INDIAN RIVER <br />COUNTY, <br />FLORIDA, <br />that: <br />1. The statutory millage rate for the St. Johns River Water <br />Management District not be raised even if State funding for the SWIM <br />program is not forthcoming. Further, the yearly millage should be <br />specifically reviewed and approved by the Governor as well as the <br />entire budget of the Water Management District. <br />2. The statutory procedures for appointing members to the <br />Water Management Districts by the Governor be amended so that each <br />county in a District nominates a member for the governing board and <br />the Governor must make selections from the list of nominees providdd <br />by the counties. <br />3. Section 373.0693 F.S. be amended to allow the creation of <br />Basin Boards by the St. Johns River Water Management District when <br />r <br />petitioned by each County in the proposed basin or when the District <br />finds it in the public interest. The Counties petitions could <br />only be denied upon a finding based on facts by the District, after <br />hearing, that such a Basin would be contrary to the general physical <br />welfare of the Basin. <br />4. The Water Management District budgets be submitted to each <br />county for review and comment and the comments of each county be <br />included as an appendix to the Water Management District's budget <br />when it is submitted to the legislature for approval. Further, the <br />budget should contain not only monies for land acquisition but <br />sufficient monies to properly maintain the acquired land. <br />FEBRUARY 14, 1995 35 i <br />
