ARTICLE 19 <br />SHIFT EXCHANGE <br />19.01 Effective the beginning of the first pay period after Union ratification and County approval <br />of this Agreement, employees may exchange shifts up to 312 hours per fiscal year when the <br />change does not interfere with the operations of the Fire Department, and when prior <br />approval is granted at the discretion of the Emergency Services Director or his designee. <br />Chit forms or any other method authorized by the Emergency Services Director shall be used <br />for this purpose. <br />19.01.1 . The Emergency Services Director may provide a carve out for education. <br />19.01.2 The Union President may assign up to seventy (70) full or partial standby <br />arrangements. <br />19.01.3 Standby arrangements under Section 19.01.3 are subject to the limitations in <br />Section 19.02; provided, however, that an employee of equal classification <br />who has equal or higher qualifications shall be permitted to work the standby <br />arrangement. <br />19.01.4 Standby arrangements under Section 19.01.3 of this Agreement shall only be <br />used for the following: <br />A. Executive Board Meetings (limited to Local 2201's four principal <br />officers and Local 2201's shift stewards). <br />B. General Union Meetings noticed to Local 2201's members. <br />C. CBA negotiations with the District/Indian River County, including <br />impasse hearings. <br />D. Grievance step meetings and arbitration hearing under the CBA. <br />E. Public meetings of the Indian River County Board of County <br />Commissioners (limited to Local 220 I's four principal officers). <br />34 <br />
