Board of County Commissioners <br />Meeting Minutes - Final August 13, 2019 <br />Attachments: Staff Report <br />There was no discussion regarding this item. <br />A motion was made by Commissioner O'Bryan, seconded by Vice Chairman <br />Adams, to approve staff's recommendation. The motion carried by the following <br />vote: <br />Aye: 4 - Chairman Solari, Vice Chairman Adams, Commissioner O'Bryan, and <br />Commissioner Zorc <br />Absent: 1 - Commissioner Flescher <br />15.B.2. 19-0740 Final Pay to CDM Smith for CCNA 2018 Work Order No. 2 - Contamination <br />Evaluation Plan Implementation <br />Recommended Action: Solid Waste Disposal District staff recommends that its Board approve CDM <br />Smith's final invoice amount of $2,358.75 <br />Attachments: Staff Report <br />There was no discussion regarding this item. <br />A motion was made by Commissioner O'Bryan, seconded by Vice Chairman <br />Adams, to approve staffs recommendation. The motion carried by the following <br />vote: <br />Aye: 4 - Chairman Solari, Vice Chairman Adams, Commissioner O'Bryan, and <br />Commissioner Zorc <br />Absent: 1 - Commissioner Flescher <br />15.6.3. 19-0754 Update on Potential Transition to Mandatory Garbage Collection <br />Recommended Action: <br />Staff recommends that the Board authorize staff to obtain proposal for outside <br />services to assist with the identification, education and enforcement of residents <br />that are utilizing recycling carts for garbage service. Staff recommends not <br />implementing mandatory collection until October 1, 2022. <br />Attachments: Staff Report <br />Letter from Waste Management to Jason Brown dated July 29, 2019 <br />E -Mail from Waste Management to Jason Brown dated August 1, 2019 <br />Vincent Burke, Director of Utility Services, and Himanshu Mehta, Managing <br />Director of the Solid Waste Disposal District (SWDD), appeared before the <br />Board with an update to the progress made regarding the implementation of <br />mandatory garbage service in the County. In an effort to stop the use of <br />recycling carts for garbage, the Board voted on July 19, 2019 and July 23, 2019 <br />to execute a provision in their contract with Waste Management to move from <br />subscription service to mandatory/universal collection service for all County <br />residents. <br />Indian River County Florida <br />Page 33 <br />
