Wehking, Director of Library Services <br />Subject: Sole Source for Envisionware 24-hour Library <br />BACKGROUND: <br />Library Services seeks to expand service to the South County area. Per the Master Facilities Plan <br />for Libraries, it was recommended that a full service library be built in the Oslo Road area due to <br />increased population and increased travel times for residents of the South County area to get to the <br />Main Library, particularly during the winter season. Staff has identified a unique opportunity to <br />expand service while keeping costs low by placing a state-of-the-art vending library in the <br />Intergenerational Center. <br />DISCUSSION: <br />Staff began researching products available for dispensing books and providing access to patron <br />holds that would operate with minimal staff intervention and provide state-of-the-art technology <br />and a seamless integration with the aesthetic of the Intergenerational Center. The project went out <br />for Sealed Bid, with a sole bid submitted by Envisionware. After review by the Purchasing <br />Division, it has been determined that the issued specifications were restrictive, and therefore this <br />item is more appropriate for sole source consideration. <br />The Envisionware 24 -Hour Library is a unique product in the library vending market. It provides <br />the ability for 6-8 patrons to obtain services at one time by having multiple displays and being Wi- <br />Fi enabled to allow for downloading of eBooks and delivering internet access as if at a full service <br />library. The Envisionware system allows for automated dispensing of hold items as opposed to a <br />2 -part locker system. Staff anticipates high usage for hold retrieval. The Envisionware system is <br />ADA compliant and capable of serving patrons in wheelchairs and children with its dual public <br />displays. The 24 -Hour Library also provides a 14 -bin automated materials handling system and <br />numerous security cameras to provide support and ease to library staff. <br />In addition to the unique features above, the 24 -Hour Library will blend seamlessly into the <br />Intergenerational Center's aesthetic with its sleek, modern look and one piece design. Indian River <br />County Library System will be the first library in Florida to have this state-of-the-art technology. <br />FUNDING: <br />55 <br />/ <br />
