(Andersen Andre Consulting Engineers, Inc. through Consor Engineers, LLC). • Review and comment with questions and clarifications as soon as possible, no further comments 10 days prior to bid opening (Monday, October 6, 2019). • Maintenance of Traffic: o Contractor shall submit a Maintenance of Traffic Plan to the Indian River County, Engineering Division for approval. o Traffic shall be maintained at all times. o Access for school, businesses and residences shall be maintained at all times. Any agreement made between the Contractor and any land owner for use of property or access control must be in writing and copy given to the County. o School buses, sanitation & US Postal Service must be maintained. o The Maintenance of Traffic Plan shall meet the FDOT Index 600, FY2017-2018 Edition and shall be signed and sealed by a Florida PE. o Detour routes must be developed and signed by a Florida Professional Engineer and approved by the County. • Indian River Farms Water Control District permits 17-14 and 17-15. • The successful Bidder shall provide all As -Built requirements to their Land Surveyor prior to submitting drawings to the County for approval. • Addendums if required — Bidders to review plan docs and provide comments to Purchasing as soon as possible and within 5 business days following receipt of Pre -Bid Meeting minutes. No further comments or questions 10 days prior to bid opening. DISCUSSION Questions & Answers • Diego Velasquez FDOT —This is a CIGP 50/50 grant funded project. FDOT will be providing oversite. Requires QC and VT testing. FDOT specs MUST be met. Certifications for the drill shafts and all bridge work. Work will be verified by FDOT Structures Inspectors. • James Ennis — The following meetings will be required; Pre -Drill shaft, Pre -Deck placement, and Pre -paving. QC plans will be required per FDOT specifications, etc. All material must be from the FDOT approved products list. • Shop drawings shall be provided in advance of work being performed to provide ample time for review, as set forth in the specifications. • Maintenance of Traffic plan should be one of the first submittals by the Contractor. All work being performed with the IRFWCD Canal shall be coordinated with David Gunter, Superintendent of the Water Control District. • David Gunter, Indian River Farms Water Control District — Noted in order to meet turbidity requirements, pilings and concrete sheeting must be driven and not jetted. Excavation of the canal will be permitted with prior proper approval. The canal flow can be stopped for short periods of time during the dry season if necessary.
