r <br />s <br />On February 7, 1995, the Board approved the consultant firm of <br />Clark, Roumelis and Associates, Inc., to prepare the CDBG <br />application. <br />Prior to submitting the CDBG application, the Board must complete <br />several actions. These actions are: <br />1. To develop and adopt a Community Development Plan (CDP) or <br />designate the comprehensive plan as a CDP <br />2. To establish a CDBG Citizen Advisory Task Force <br />3. To hold two public hearings <br />C First public hearing for the formal selection of <br />the CDBG grant category <br />c Second public hearing to obtain public input on the <br />proposed application <br />There are several other actions that the Board can take to get <br />extra points for the grant application and thereby increase the <br />county's chances of being awarded a CDBG grant. These are: <br />1. To adopt a Fair Housing Ordinance <br />2. To adopt an anti -displacement and relocation policy <br />3. To adopt other policies as needed <br />ANALYSIS <br />CDBG grants are available in the following categories <br />O Economic Development <br />C Neighborhood Revitalization <br />C Commercial Revitalization <br />C Housing <br />At this time, the Board must formally choose the grant category for <br />which it will apply. <br />A representative of Clark, Roumelis & Associates, Inc., the <br />consulting firm preparing the county's grant application, will <br />attend the Board meeting and will make a presentation regarding the <br />different CDBG grant categories. Then, the Board must formally <br />choose the appropriate grant category. Also, the Board must <br />establish a CDBG Citizen Advisory Task Force or activate the <br />existing one (a copy of the membership list of the existing CDBG <br />Citizens Advisory Task Force is attached). Finally, the Board must <br />establish a date for a second public hearing. <br />Staff and the consultants will come 'to the Board prior to <br />application submittal for completion of the required activities as <br />needed. <br />Recommendation <br />Staff recommends that the Board of County Commissioners choose the <br />Neighborhood Revitalization grant category. Staff also recommends <br />that the Board of County Commissioners activate the existing CDBG <br />Advisory Committee. Finally, staff recommends that the Board <br />establish March 21, 1995, as the date for the second public <br />hearing. <br />FEBRUARY 28, 1995 <br />29 <br />Boa P�:�L <br />
