BOOK 94 PACE 451 <br />Community Development Director Bob Keating reviewed the grant <br />and advised that, as a part of the Community Development Block <br />Grant process, the purpose of the public hearing today is to get <br />public input and to decide which category of community development <br />block grant activities should be applied for. The Neighborhood <br />Revitalization category is the category being recommended and the <br />application is due in Tallahassee on March 28. Another decision <br />which must be made is to establish a Community Development Block <br />Grant Citizens Task Force, and staff is recommending that the <br />existing CDBG Advisory Committee be designated as the Citizens Task <br />Force. Also, staff is requesting that March 21 be approved as the <br />date for the second required public hearing. Director Keating also <br />noted that SHIP funds may be considered as a part of the matching <br />funds required from the County and could be used to pay for water <br />impact fees and connections to water lines for those with <br />qualifying incomes. He then introduced Bud Clark, President of <br />Clark, Roumelis and Associates, Inc., the project's consultant <br />firm. <br />Bud Clark of Clark, Roumelis and Associates, Inc. informed the <br />Board that the CDBG program is required to provide at least 51% of <br />the benefits to the low and moderate -income people of Indian River <br />County. The Board also could apply for an Economic Development <br />grant once funding has been approved for the Neighborhood <br />Revitalization grant, should the Board choose that category. Out <br />of the 98 homes in the Wabasso area, 92.89% are low and moderate - <br />income, and 69.57% are very low income. He believed there is a <br />very good chance for obtaining this funding. The Housing Program <br />would be more difficult to qualify for due to the SHIP funds <br />already being received. <br />Commissioner Eggert inquired if the County's match is $160,000 <br />and Mr. Clark responded in the affirmative. <br />Mr. Clark also stated that for a family to qualify for very <br />low-income status, a family of 4 must earn less than $18,750, and <br />to qualify for low-income status, a family of 4 must earn less than <br />$30,000. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter.
