Chairman Macht inquired how often these licenses are checked, <br />and Manager Jordan advised they are checked every 4 months. <br />Commissioner Bird felt that paragraph should be amended to <br />indicate that licenses are not required for on-site or off-road <br />heavy equipment operation. <br />Commissioner Adams asked for a modification in the definitions <br />to include "emergency vehicle". <br />Director Dean advised that the County has a very strict <br />emergency vehicle policy which has been reviewed by the police <br />department. Emergency Services employees are not allowed to use <br />their personal vehicles for emergency purposes. <br />Commissioner Eggert asked for a definition for "whenever <br />possible" and noted that the policy does not give specific <br />consequences regarding use of alcoholic beverages. She wanted to <br />know if the consequences are intended to be the same whether or not <br />a DUI is involved. She felt it would be more convenient for the <br />department and for employees if the policy were spelled out in <br />detail in the brochure. <br />Commissioner Bird suggested that a printed decal be affixed in <br />each vehicle. <br />Commissioner Eggert noted that at the top of Page 173 there is <br />a reference to the County Personnel Rules and suggested that these <br />items should be repeated in the Vehicle Guidelines. <br />Manager Jordan advised that these rules are covered thoroughly <br />in departmental meetings and the orientation given to each new <br />employee. <br />Commissioner Eggert felt that we need to do everything we can <br />to make things absolutely clear to the employees. <br />Manager Jordan responded that the overall performance of an <br />employee is considered for each infraction of the rules and the <br />department is very hesitant to put the disciplinary procedures into <br />the risk management section due to liability considerations. <br />ON MOTION by Commissioner Bird, SECONDED by <br />Commissioner Tippin, the Board unanimously approved <br />(with a strong protest noted by Commissioner Eggert) <br />the revisions to the Administrative Policy Manual, <br />AM 1000.7 with the addition of a definition of (1) <br />"on -road" and "off-road", (2) "emergency vehicle", <br />and (3) "under operation whenever possible"; and <br />authorized staff to distribute copies to all <br />departments and offices. <br />FEBRUARY 28, 1995 56 <br />
