AGN <br />DESCRIPTION AND CONDITIONS <br />The US Army Corps. of Engineers, Jacksonville District has <br />completed their permit review of the PEP Reef Project. The Corps. <br />of Engineers is ready to issue their permit pending receipt of a <br />letter of no objection from the Florida Department of State, <br />Division of Historical Resources. The Division of Historical <br />Resources is concerned that there may be some artifacts under the <br />Proposed location of the PEP Reef and they require an archeological <br />survey be conducted in the area of the project. <br />County staff has been working with a local salvage contractor to <br />have this work performed at no additional cost to the County. This <br />contractor has proposed to dig up and remove all artifacts within <br />the.Reef project area. To date, this work has not been performed <br />due to scheduling conflicts and equipment failure. The contractor <br />has stated that they will not be able to conduct this survey and <br />subsequent identification of anomalies until later this summer. <br />This will likely cause another year of postponement for the reef <br />installation. <br />Staff recently contacted the Division of Historical Resources in an <br />attempt to eliminate the survey requirement. Staff presented jet <br />probe findings showing the limited sand overlying the natural reef. <br />The States response (see attached) requires the survey be <br />performed. The State knows of one shipwreck south of the PEP Reef <br />and is concerned there may be others. <br />County staff directed American Coastal Engineering to determine <br />cost of performing these surveys in accordance with the State <br />requirements.
