ALTERNATIVES AND ANALYSIS <br />The following alternatives are presented: <br />Alternative No. 1 <br />Approve a contract addendum with American Coastal <br />Engineering in the amount of $15,850. <br />Alternative No. 2 <br />Direct staff to solicit proposals from qualified <br />surveyors pursuant to CCNA procedures. <br />RECOMMENDATIONS AND FUNDING <br />Staff recommends that the Board approve a contract addendum with <br />American Coastal Engineering in the amount of $15,850. Funding to <br />be from Tourist Tax Development Revenues. <br />Coastal Engineer Don Donaldson presented the alternatives to <br />the Board and advised that the U.S. Army Corps of Engineers is <br />prepared to issue a permit once they have received a letter of no <br />objection from the State Historical Officer. A ship wreck from <br />1715 has been identified in the Rio Mar area and there is a concern <br />that relics may be buried beneath the proposed PEP reef. The <br />Division of Historical Resources is requiring that a professional <br />magnetometer survey be conducted in the project area prior to any <br />related bottom disturbance activities. The cost of this survey is <br />$15,850. We are also required to have an archeologist on board <br />during the survey. <br />Commissioner Adams advised the good news that the final <br />application has been hand delivered to DEP and we should get an <br />answer one way or the other within 90 days. <br />Commissioner Bird inquired about the schedule and wondered if <br />the Board will have an opportunity to have a presentation that will <br />explain all of the facets of the project as he feels he has been <br />getting mixed signals from various areas. <br />Commissioner Adams also felt it would be a good idea to have <br />an updated presentation. She noted that a public workshop has been <br />scheduled for March 16 as a part of the public hearing and that the <br />total project will be explained and questions answered. She felt <br />the mixed signals have been put out to the public to discredit the <br />project.
